Berlin cyberattack exposes the fragility of digital government

Taking systems offline can look like a technological retreat. In a cyber incident it is often the opposite: isolation limits spread and creates time for forensic analysis. The cost is visible, however, as email, specialist applications and online services become unavailable.

That is a direct measure of modern government’s dependency on digital infrastructure. A functioning office building is no longer enough when the systems behind public services cannot be trusted.

Cybersecurity is often described as a software problem. In practice it also depends on backups, segmentation, access rights, emergency communications, trained staff and clear responsibility. The more government becomes digital, the more those layers have to work together.

Berlin also has to manage a historically grown and partly decentralised IT landscape. That can offer flexibility, but it complicates common standards and rapid response when many systems need to be examined at once.

The immediate task is containment and safe restoration. The more important phase follows: which weakness was exploited, which structures worked and which failed?

A credible review has to produce concrete changes. Cyber resilience is not a one-off modernisation project but a permanent operating condition — much like fire safety, except the threat keeps changing.
